More likely a defective card I would think. The ATI support number is

Here's another question, given that the VHS capture doesn't work on my
card, I went and bought a USB 2 device,which doesn't have an encoder.
Everything else the same, will the quality of the captures be the same
for the 2 following methods?
1) Capture through the ATI card
2) Capture through the USB 2 device.
What do these devices do to translate the S-video into a digital
format? Is it handled by the device, or the capture software in
conjunction with the video card?
