Agere Modem Slow connection speed

I just bought a Compaq Persario SR1030NX which has an Agere Win Modem (V92) and running Win XP home. My ISP is Earthlink. When I connect to my ISP my connection rate is only 24Kbps. When I connect using my older computer I connect at 48-49Kbps. My old computer is an HP Pavilion 6545C running Win 98. I’m using the same phone jack with only one computer connected at a time. Why is the new computer only giving me 24Kbps? I've tried all of Compaq and Earthlink support suggestions (Extra Modem Init Strings, Download currect driver, I even reinstalled OS) and still get only 24Kbps. Any help you could provide would be greatly appreciated. Thanks!
