After setup can't get into XPProfessional

Installed XP on a new hardrive after I partitioned and
formatted it from setup. Created 3 user names but was
never asked about any passwords. At end of setup system
reboots. It stops at logon screen with the 3 user names I
created. Ask's for passwords which I never set up so fried
all 3 users with no passwords and can't get into XP. After
I try to logon it gives error
"SYSTEM CANNOT LOG YOU ON DUE TO THE FOLLOWING ERROR
THE SPECIFIED DOMAIN EITHER DOES NOT EXIST OR COULD NOT BE
CONTACTED
PLEASE TRY AGAIN OR CONTACT YOUR ADMINISTRATOR"
Any suggestions

At the screen which shows you the 3 users you created press <ctrl><alt><del>
TWO times. You will then see the normal logon screen. Type in the user
Administrator,
and leave the password blank. You should be able to login.

Go to control panel, users, and change the passwords of the 3 users you
created.

Same thing in that logon window it won't let me in.

I'm getting the same thing. I tried looking at MS website for help. Nothing works
