after KB834707 MS04-038 install IE no longer loads web pages

After installing KB834707, on Windows XP SP2, IE is no longer able to load
any web pages from the internet. It can open local .html files but nothing
from the net. The message bar shows "Web site found. Waiting for reply..."
until finally it times-out and shows the page not found message. I can ping
the web servers and ftp to known sites, so the connection is OK (and of
course it worked fine until I installed KB834707). I uninstalled the service
pack but the problem remained.

IE version 6.0.2900.2180.xpsp_sp2_rtm.040803-2158

There are no errors in Event Viewer. Nothing looks strange in
WindowsUpdate.log (but I'm not sure what to look for).

Any help would be appreciated. Thanks.

I too am having this difficulties with IE, same version after install ing
MS04-038 however I have investigated removing the update and was warned by
doing so a whoe list of non-microsoft products I have installed may not work
after removing this update - does anyone have any suggestions?

Looks like we're on our own Simon! Sorry you're having the same problem too.
If I figure something out I will post back.

The ironic thing is, a user with only one computer, wouldn't be able to find
help for this problem on the web! Who knows, there could be thousands of
people with this same problem and no way to scream!

An update for those with the same problem. I was able to get IE working again
by setting the Security for the Internet Zone to Medium (mine was at some
Custom Level, I don't know why, I don't ever remember customizing it:-(

Here is how I got it working. Choose from the IE Menu Tools\Internet
Options... Then in the Internet Options dialog, choose the Security tab,
select the Internet zone, select the Default Level button. (I think you
should be done now, just click OK and try it, but I did some extra steps) I
then went back to Custom Level... and reset the security to Low, then I tried
the web and it worked. Then I went back to the default level and it still
worked.

I'm worried about uninstalling this update as the "Add or Remove Programs"
tool warns it might effect several other non-microsoft products if I remove
this update! Would you suggest going ahead anyway? I guess it looks like the
only other thing to try right now.

Unfortuantely, Mark's suggestion did not work for me, in fact IE would not
let me set my security level to anything lower than medium. Mark did you make
any changes to the other security setting?

Simon, you can't drag the security slider down to Low, it won't let you, at
least mine wouldn't. Instead click the "Default Level" button, or click the
"Custom Level" button, then choose Rest to: Low and click the "Reset" button
and click Yes then OK unitl you exit the dialog. After that I closed and
restarted IE and it worked (at least until I did the following...).

IE is not working again for me, same problem and the above solution doesn't
fix it anymore. This is strange. From the time I got it working again to when
it stopped I did the following: Rebooted the computer, then copied a
directory of my own documents from CD to the hard drive, then I Defragmented
the hard disk using the XP Tool. Now IE no longer works!!! Simon, you haven't
defragmented your disk lately by any chance, have you?

problem still persists.

In a previous post, I wrote that I fixed this problem by changing my Security
settings in IE. Well, that worked until after I rebooted and then compressed
and defragmented my hard disk. After that I had the same problem again.

To make a long story short, I've fixed the problem again (at least for the
time being). Here is what I did this time. I logged in using the
Administrator account, then deleted my existing profile, then created a
profile for myself again and assigned myself to the Administrators Group.
Then I logged off and logged in as myself and fired up IE. Which worked
immediately! Yeah! Of course all my desktop settings are gone.

I still don't know what caused this problem. Was the fact that I installed
KB834707 before I noticed the problem just a coincidence? Is the real problem
the disk compression and defragmentation?

If I learn anything else or have this problem again, I will re-post.
Hopefully the saga will not continue. This is getting to be a bore.

The next installment in the continuing saga: After rebooting my system, IE
stopped working again. I created a new user account and IE would not work for
the new account either. Frustrating. I could really use an MVP right about
now.

For the third time: Don't you think it too risky to remove this update when
the "Add or Remove Program" tool warns that removing this update will effetc
several other NON MS products? For instance the only browser (Firefox) I
have that works at the moment amongst other programs I'd rather not loose as
well!

I use an ADSL modem, according to Spybot my system is clean.

Would MS care to comment on this situation - we had working products, untill
we installed your update which your Windows Update tool encouraged us to do?
Now we don't.

No, I don't think uninstalling MS04-038 is at all risky and I very much
doubt doing so would affect other applications, MS or non-MS. I would not
have asked the question if I thought uninstalling MS04-038 would cause
problems.

Wireless access point to hub to cable router. This connection has been
working for over a year with XP SP1, only since I installed SP2 and then
KB834707 have I had this problem.
Have you checked for hijackware/Trojanware?
I will check.

Simon, I'm sorry but I have no advice for you on this topic. I don't know
what those other non MS products are. At least by doing nothing you won't do
any more harm, but then I suppose you can't harm a dead patient either...
which is my case.

Cheers - I've now uninstalled this update with not effect to IE, its still
not loading webpages. Is there anything else I can do or download a fresh
copy of IE?

Well, unless your problem started after installing SP2 (like Mark), you've
ruled out MS04-038 as the cause of your problem IMO. Have you tried using a
Restore Point pre-dating the install of MS04-038? Otherwise...
