After clean install reboot hangs at start-up page

I had a HD drive fail so I replaced it then using my Win2000 Pro CD I
formatted it as a NTFS drive and installed the OS. Everything went well until
it tried to boot up. At the start-up splash screen after the progress bar
completes it just hang's there.

I can restart it and boot up in Safe Mode with network and everything works
just fine. Other than changing out the HD there hasn't been any other changes
to the system. Anu suggestions would helpful. Thanks.

Check Event Viewer for errors. When you view the logged events in Event
Viewer (double-click them in the right-hand pane) in the upper right corner,
third button down is a copy to clipboard, then you can paste in the body of
a reply message.

Please do so for each of the different System Log events (that are a Type:
'Error' or 'Warning') since last boot so we can see all of the event detail.

Also check Device Manager for error codes and or non-starting devices.

errors.

Make sure your system bios is Windows 2000 compatible. Also check the
manufacturer's web site for the latest Windows 2000 drivers for your
hardware.

Remove any USB devices or other hardware that is not required for Windows to
start. Also, test using Msconfig from a Windows XP system. Since you can
boot to Safe Mode with Networking, there is probably a driver or service
that is hanging the system.

Our Windows 2K Advanced Server hangs on the windows splash screen. The
progress bar gets to 75% and just stops. The BLUE scroll graphic above it
keeps running/scrolling.

The machine will boot to safe mode and safe mode with network.

So far I have done the following:
1. Unplugged the USB APC/UPS from the server
2. Unplugged the tape drive from the server
3. Stopped all un-needed (for lack of a better word right now) services:
Anti-virus
CA Back-up Software
Lotus Domino Server
4. Un-installed APC Client software
5. Un-installed all the Feb 2005 Win 2K patches
6. Saved the event logs to text files then cleared them

and it still hangs on the splash screen

Below are the errors in the logs when booted in safe mode with network:

msiexec /unregister - it worked unregistered the service
msiexec /register - errored out
when I try to run the windows installed exe program it says the service is
already registered BUT it does not show in the services list nor in the
regedit path currentcontrolset/services

HELP!

Remove any USB devices or other hardware that is not required for Windows to
start. Also, test using Msconfig from a Windows XP system. Since you can
boot to Safe Mode with Networking, there is probably a driver or service
that is hanging the system.

Try using Msconfig (copy from a Windows XP computer or you can follow
directions in other posts to get it) to troubleshoot. Choose a Selective
Startup, uncheck Startup Items, click the Services tab, check the box to
hide all Microsoft services, and then uncheck all remaining items. Try to
boot to Normal mode. If you get to the Desktop, then add items back in
groups or individually until you narrow down to the service that is causing
the problem.
