After booting up, Defender starts up as 'turned off'

I have the latest version of Defender, Update 1.14.1922.8 running on Windows
XP SP2 with latest updates along with Beta version of Windows Live OneCare.

After booting up Windows XP, the first invocation of Defender always results
in message 'Windows Defender is turned off'. I turn it on via the option
provided in the message window, and it stays running until I reboot. I have
selected all of the appropiate Defender Options for automatically starting
Defender at startup - it is in my startup list with the '-hide' option. I
believe it is getting invoked but since it always initailly starts as 'turned
off' until 'turn on' is selected in the window containing the 'Windows
Defender is turned off' message, being in the startup list has no effect. I
believe this because I have add it to the windows 'Startup' folder and it
comes up with the 'Windows Defender is turned off' message. If I close the
window without selecting the 'turn on' option, it does not get started.

I need to understand how to get Defender to be turned on automaitcally on
bootup. Just to reitterate, I am sure I have all the appropriate Defender
Options turned on.

Could this be occurring because I am running with Windows Live Onecare
version 1.51851.10 which some say already contains anti-spyware making
Windows Defender redundant? Before I could install the latest version of
Defender I had to uninstall Windows Live OneCare. After installing Defender,
I reinstalled the lattest version of Windows Live OneCare Beta. Windows Live
OneCare Beta lacks the Tools that I find useful in Windows Defender if this
is the case.

Yes--this is the reason. You should leave Windows Defender uninstalled and
depend on the technology as exposed through Windows Live OneCare.

I ran that product for only a short time, under Vista--what tools are
missing--the software explorers? Have you checked in control panel to see
if they are visible there? i.e. start, control panel, look for a software
explorers icon?
