Can anyone tell me if there is a way to set a system so that temporary
internet files(and any associated unnecessary files) do not build up
when one is online?

There is a setting in IE (I assume you are using IE)to
delete all temporary files when you close IE.

Internetproperties> temporary internet files> settings > amount of space
used

Try also, Internet Properties/Advanced and tick box 'Empty Temporary
Internet Files folder when browser is closed'

Reduce the space allowed for the files, at Internet Options, in the
middle of the General page, click Settings and move the slide over. By
default it can get far too much; 50 MB should be more than enough and if
things are tight you can cut that a lot
