Advanced User Accounts Locating?

Hello Everyone,
Unable to locate the proper path to Advanced User Accounts?

I did a search in Help and Support: ctrl,alt,del

This brought me to Enable or disable secure logon. At this screen I am able
to use hyperlink to go to Advanced User Accounts.

My question is: How can I get there through the control pnl.?

If someone could give me the instructions it would educate me. Thank you
very much for all help received!
Will be looking in ng frequantly to see if answer shows. Again thanks for
all help!

If you looked at the source of the help text, (right click, select View
Source), you will find the following located somewhere on the page.

%25systemroot%25\system32\NetplWiz.exe

If you get rid of the 25 (to end up with %systemroot%\system32\NetplWiz.exe)
you can run this to bring up the User Accounts dialog that you are seeking.

By default, the Administrator account in Windows Vista does not require a
password, its blank. The Administrator is only accessible through Safe Mode
also. You can enable the Administrator account after installation if you did
an upgrade from Windows XP. Click Start > right click Computer > click
Manage > expand Local Users and Groups > select Users > right click the
Administrator account > click Set Password. After which, you can try logging
in.

I found if you type NetplWiz in the search box from start in windows
vista home basic it gives you a short cut to users accounts dialog box.
