ADS GPO proxy settings take no effect

I am trying to set proxy settings (Ip and port) on TS 2k
via group policy. I have edited the group policy at - user
config-windows settings-internet explorer maintenance-
connection-proxy settings with the appropriate proxy IP
and port. This settings is not taking effect; even after a
reboot.

Everywhere I look I see that the above steps are the way
to set the proxy.

What I want to do is to set the proxy on my TS's for all
users, rather than having ot manually do that for each
users logon.

Has anyone run into this before / have an alternative ?
