I added a new user to windows and put as limited rights, now I can logon as
both, but when I logon for my self it does not give me administator rights,
the computer thinks that I am the same person I added, how can I get that
changed? I cannot do anything at this time. Thanks

XP Home version has a hidden Administrator Account that can be accessed by
booting to Safe Mode. Restart the computer and repeatedly tap the F8 key as
the computer restarts to get to the Bootmenu. Select the option to start
using Safe Mode. Select the Administrator account and press the Enter Key to
get to the Safe Mode desktop. From there go into Control Panel->User
Accounts and give yourself Administrator privileges.

when I boot up in safe mode where do I find or select Administrator account,
the desk top comes up as the desk top in regular mode for windows, I didn't
see it in Control Panel, can you help. thanks

Start .. Run .. "control userpasswords2" (Without quotes)
Tick "Users must enter password ..."
Click OK
Restart in Safe Mode, you should now see the Administrator account icon.

Boot in Safe Mode,
Log out to see the welcome screen.
Login as Administrator

If you have XP Pro, there is no need to go in Safe mode. At the welcome screen, press
"Ctrl+Alt+delete" twice and enter Administrator.
