why can't browse Internet?

I am using WindowsXP Pro. I create a user with limited rights. When I logon under this user, I can't browse Internet(IE shows 'can't open page'). If I change the user's right to administrator then it is all right to browse the Internet. However it is no problem when I browse the Internet in my office, where the computer is also under the WinXP and logon under a user with limited right. I don't know why, and hope someone could give me an answer. ( Both the computers at home and office are connected to the Internet through camps LAN and a proxy
