Administrator v Limited

How can I make system wide changes without having to go into each limited
account type and change that setting as well? For instance...i have decided
to not allow my system to shut down when the power button is pressed thus
telling it to "do nothing" in the Control Panel >> power options. If I make
the change for my account (an admin account) it does not take place across
the board for other limited accounts...why?

Each user's Profile ( Registry Hive) stores those specific settings.
For the situation you describe you would have to setup "Policies"
that apply to everyone on the PC. The only alternative is change
an Administrator profile and then clone that profile to the other
users or clone to "Default User", so any new user accounts will
also have those specific settings.
 
How do I go about setting up a "policy" ???
