Administrator set up on XP

Can anyone offer suggestions/solution to the following?

I have tried unsuccessfully to set up another user on my
PC. Thinking there was something wrong with my current
set up, I decided to set myself up as a brand new name
and tried to send the administrator rights over to this
new name. Thinking this was done successfully, I
cancelled my old ID, when I cancelled the administrator
rights on this old ID i have now discovered that I cannot
set up administrator rights again, as I am now only a
lowly 'user'

I am amazed that I was not warned before the action was
carried out, as it seems impossible to get back in.

I have searched everywhere through the system to solve
this, but everytime I get somewhere, I then get the
message 'needs an administrator to apply'

Greetings --

Simply log in using the built-in Administrator account (which
cannot be deleted) and modify the desired account.
