Administrator rights problem

I am having trouble with the windows installer.
Whenever I try and install anything, I ge t'The wimdows installer
service cannot be accessed...etc'
Now most of the resolutions require writing to the registry, whenever
I try, I get
'Access is denied'. I am using the Administrator profile, with all
rights.
After running services.msc,
I have noticed the installer service is disabled. Ensuring the down
arrow is set to manual, it refuses to start.
Please, can anyone shed any light on this for me,

I have checked the registry and msiexec.exe is in the correct place, I
have also run the reg script in line 94.
Though I still can go no further as I cannot enter anything from a
command prompt, because I cannot get passed 'Access is denied'
