Administrator logon after restart for DirectX

I have installed DirectX 9.0b using the Volume License version and an msi
wrapper. It is installed on Windows 2000 clients using Group Policy.
After the machine restarts I get an error in the log saying that the
computer started dxdllreg.exe but failed to register various files.

"06/07/04 10:10:04: dsetup32: Installation ended with value 1 = Installation
succeeded need restart
06/07/04 10:12:33: dxdllreg: ----- start DxDllReg -----
06/07/04 10:12:34: dxdllreg: ----- start to register
C:\WINNT\inf\dxdllreg.inf [DirectShow] -----
06/07/04 10:12:34: dxdllreg: ERROR: RegisterDLL(): Could not register
C:\WINNT\system32\amstream.dll, return value = 0x8002801C.
06/07/04 10:12:37: dxdllreg: ERROR: RegisterDLL(): Could not register
C:\WINNT\system32\devenum.dll, return value = 0x80070005.etc etc etc"

It looks to me as though DirectX needs an administrator to log in after the
restart to complete the installation. Is that rights? If so, how can that be
automated?

I know it needs admin privileges to run the setup. It seems to also need an
admin to log in after the restart to complete the installation. When I
install with Group Policy it has admin rights, but the next logon is the
user, who does not. This is what the log shows.

Yes, currently DirectX needs an administrator to log in after the restart to
complete the installation. Registry data of core components are being
updated.
