Administrator log on

Recently started PC up for the day and got to the log on screen, went to log
on using regulare method and will not let me on saying "Account Restriction"
Tried logging on in safe mode but do not recall the password.
Do I have to reload the entire Windows XP program?

Also, tried the ctl alt del twice and nothing happens. Is there any way to
swith screens and use the other account?
