Administrator Account Restricted

On my XP, I have 2 user accounts. John and Administrator.
Note that the account John is also set to have
admistrator capabilities.

However, I am unable to login in the account
Administrator. The password is correct. It doesn't say
invalid password. Rather it says "Can't log you in this
account because of an account restriction".

What is the problem? How can I log in the Administrator
account?

Is this Home Edition? If so you can only use "Administrator" in Safe
mode
