administrative tools, user has deleted all extended services

A friend had a problem when installing a new epson printer and he recieved
RPC error, so he went to Administrative tools then services and deleted the
extended services, i have never come across this problem before, the system
restore is also disabled. How would you go about getting the extended
services back
