Administrative Tools - MIA

Greetings,

it would appear that the icon and subdirectory for "administrative tools"
inside Control panel are there, but once double clicking on the icon, there
screen is blank.

None of the icons are set to be hidden, when I right click on the blank
screen & go to properties, it brings up the window with "the properties for
this item are unavailable",

I am currently using Win XP pro, SP 2, using mcafee Ver 7, build 7.0.331,
last updated on 9/19/06, I have 1 gig ram.

not using the Windows Firewall or security services
