Administration Error

When I attempt to use the defragmenter I get the message that "Windows
cannot access the specified device, path, or file. You may not have the
appropriate permissions to access the item.".
I'm logged on as the computer administrator and I know the program's there!
So what's wrong?

Open "My Computer"
Right click your drives one at a time and go to the Security tab.
Make sure your account, administrators group, and system all are listed as
full control.
