Error Message - Unsure What It Means

I am having trouble accessing some programs on my computer. I keep
getting the following error message "Windows cannot access the
specified device, path or file. You may not have the appropriate
permissions to access the item". I do not know what it means or how
to fix it. Any help would be appreciated. My computer was infected
with viruses, but that has now been sorted out. I did a repair of
Windows XP Home and have been having the problems since.

We don't have a lot of details from you about the viruses you had, but
it sounds as though the viruses damaged your operating system. If a
Repair Install didn't fix things, back up your data and do a Clean
Install. Do not connect to the Internet until you have Service Pack 2
installed and the Firewall on. Then do your Windows Updates and install
a good antivirus such as NOD32, Kaspersky, or Avast.

I had trojans, adware, malware, spyware. I was getting the same error
message with msconfig. Msconfig returned to normal after the repair.
When I tried to open a program, I got that message.

That still doesn't tell me much except that doing a clean install is
probably the best solution at this point.
