"Administer" group under "Database Tools" Tab is dim

i can't select the administer group under the database tools tab even in a
new database. i am using Access 2007.

That would only be enabled if you are using the mdb file format (you're
likely using the accdb format).

User-level security is removed in Access 2007 (at least from the new file
formats)
