Enable Terminal Server on the 2003 server, then use
Remote Desktop as a client. You can get it from here:

To install "Active Directory Users and Computers" on a workstation computer:

For Win2k:
Install adminpak.msi located on the Win2k Server CD-ROM

For WinXP, use the adminpak found in this download:
