Admin passwd lost, how do I get access to C: with Repair console?

Windows XP on my PC will not run due to an error in a Windows file, a .dll in
sys32. Windwos XP will not boot up due to this error, so I am attempting to
run Windows repair console off the XP CD to fix it. With the Windows XP CD I
can get to the screen where 'r' is hit to begin the repair mode process.
However, the administrator password is lost, and I cannot access the C: drive
without it to begin repair mode. Is there a way to get the hint for the
password without being in Windows? Or is there a way to bypass the password?

Do not select "r" for repair check this link out:

How to bypass the RC password
Unfortunatly you need to do this before you need to use the RC
Try leaving the password blank,if no help

If you can get into XP, even safe mode, you can arrange to bypass the
password by the following registry change:
Instead, just run REGEDIT (Start à Run à Regedit)
Navigate to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion\Setup\Recover
yConsole
Set the DWORD SecurityLevel value to 1
