ADMIN ACCOUNT LOCKED NO HINT CREATED

I am the Admin on my windows xp account and I set up an
admin account and the account password and the password is
locked and I did not set up a hint how do reactivate that
account or create another account as admin with out having
the admin rights, Please help!!!!!!!!!!
