address book

I can't seem to import/export in outlook any address book. There is no
import/export command under file. I'm using Office 2003 on an XP computer
 
Look on the File menu in the main Outlook window, not the address book.
 
The address book is never used for importing and exporting.
The Contacts Folder is.
