Address Book problem - Outlook 2003

I've just recently upgraded a colleagues Outlook from 2000 to 2003 and
everything seems to have updated fine apart from one thing, his contacts.

If you browse to the contacts folder the address he had show up fine. But
the problem occurs when you send a new message and press the 'to:' button; it
comes up with a blank address book. And typing in someone’s name in the 'to:'
field fails to recognise that it's already saved/registered in the contacts.

I'm sure I had a problem like this before and it turns out the solution was
to tick the "show this folder as an email Address book" which then enabled
the address book being seen in the tools > address book menu. However on
doing that on this persons computer it turns out the options is unchecked and
greyed out. The address book on the tools > address book option also shows no
recognised address book even looking at the dropdown list.

I thought this may have been a permission thing but after upgrading the user
to domain admin/administrator the option is still greyed out for him.

Any ideas?
