address bar shrinks and won't work

I am using IE6 and when another browswer window opens from a link on a web page I am at, the adress window shrinks slightly and I cannot open it if I want to use that page for browsing. I cannot type in the address bar, view the history or anything.

What happens when you try and stretch the Address Bar?
If you see the smallest piece of the Address Bar (usually the name)
then stretch the Address bar back to a normal size and move it if
necessary. If the Button Bar or some other bar is to the right of it,
you may want to move that to a different position first.

Don't forget to ensure "Lock the Toolbars" is unchecked in
View-Toolbars.

the address bar actually loses the website address and nothing can be typed into the address bar. it is weird because maybe text from the website or part of a picture will end up locked in the address bar.
