Adding Digital Signature to message(s)

Simple problem, really:

The choice to add a digital signature to outgoing messages
(Tools/Options/Security) or to an individual message (New
Message/Options/Security Settings/Add Digital Signature to
this message)is grayed and unavailable. I am seeing this
on many of our workstations in the enterprise, but not on
ALL of them. I am not using MS Word as my email editor.

Any information is greatly appreciated.

I'm not sure I understand the question, but I think the
answer is that the PCs are in a domain and the users are
NOT local admins. I have elevated rights on my own PC here
and am unable to select "Add Digital Signature".
Initially, I tried elevating one of the end-user's rights
to determine whether or not it was profile/rights
specific, but it didn't change the selection.
Yesterday, I started with a PC that was OS only and
installed Office (2002...I didn't include that info
before). Out of the box, the selection was available. We
have a "Default Users" profile that we copy to newly
imaged machines. It isn't extremely customized, but it
does set some appearance and environmental settings. This
grayed out the selection. I believe that this could be
reset to work correctly for a new default profile, but the
issue at hand is that it appears that we may have several
hundred PCs that are affected and may require being able
to add digital signatures to their email. I'm searching
for the place in the registry that controls this
condition, so that a registry hack can be pushed through
SMS to resolve everyone in a single move. I've done some
registry comparisons, but there are so many differences
that I'm unable to determine which entry to change. I need
direction as to where in the registry to look.

More information:

If logged in as Administrator, I open Outlook and the
digital signature selections can be made. I have been able
to locate the keys/values in the registry that change when
the selections are made in the main Outlook application
window (Tools/Options/Security). The changes that are made
while in a new message itself (Options/Security Settings)
does not appear to change any key in the registry. This
makes sense when the changes are for the active message
only.
I can change the hex values for the different selections,
but these changes are not reflected in the dialogue box in
Outlook when logged in as myself.
Because of the behavioral differences between login
contexts, it indicates a permissions/rights issue, but
where these rights require adjustment, if that indeed is
the solution, is a mystery.
I am at a loss as I don't know what next step should be
taken.

The "Default User" profile is easily reset, but what to do
with the other 750+ PCs is another thing entirely.
