Should be available under the i386 folder in the Windows XP CD. Note that the file name would be netoc.dl_ which you need to expand.

Hi, I can't seem to extract the file netoc.dll from the CD, where is it
located?
Expand a copy of netoc.dll from the Windows XP CD, or from any other source
path. The file need to be placed in the following path:
%windir%\system32\setup\

Hi, the Add/Remove Windows componet tool won't open, I get "setup library
netoc.dll could not be loaded, or function NetOcSetupProc could not be
found. Error code 0x3eb"
Any ideas?
