ADD/REMOVE Programs not working

After installing a program, Rapport Device Manager, my
ADD/REMOVE Programs is not working. when I open it I get
this error:
Class not registered Res://appwiz.cpl/listbox.htc
line:225
I hit ok The ADD/REMOVE Programs window opens, the
visiable window is empty and at the top it say: There are
no programs installed on this computer. I than scroll down
and I can see my programs but if I highlite a program the
add remove buttons are not active. How can I fix this?
