Add/Remove Programs can't start

Hi,
Yesterday I have upgrade my Windows 2000 server's scsi
hard drive. With the help of MigrateEasy 6, I was able to
duplicate my C: drive data onto my new hard drive and boot
from it.
Everything seem to working fine, however, when I try to
open up the Add/Remove Programs utility inside of control
panel, I get a blank Add/Remove Programs window pop up and
close itself immediately.

Any suggestion on how I can fix this issue are greatly
appreciates.
