Add/remove programmes

Does anyone know of a reason that a workstation on a W2000
network, when going into Add/Remove programmes, that it
reports "There are no programmes installed on this
computer".

I am not talking about shared programmes from the network,
but others (kazaa, system soap for example) which have
been downloaded specifically onto that PC
