Add Printer Wizard not working

I have a user on XP SP2 and the add a printer wizard stopped functioning and
his printers have disappeared. I have already tried the printui.dll fix to
no avail.

Is the Print Spooler started/running? And, what happens when you use the Add a Printer wizard?

I stopped and restarted the print spooler. When you select Add New Printer
it does nothing, and the printers that use to be listed are no longer listed.
I have scanned for spyware\trojans, etc and they are none. No recent
upgrades, patches etc. either. The Add a printer wizard has just stopped and
doesn't list any either. I googled it and found the printui.dll fix and
applied that but it still doesn't work.
 
Does using the "Add printer" option from the File menu (instead of the Common Tasks link) help?
