Add Printer Icon Missing

The "Add Printer" icon is missing from a workstation. I'm the sys admin and
have gone through the security policies and the "Prevent users from adding
printers..." setting is disabled. However, I'm still unable to see or find
an "Add Printer" icon anywhere. How can I get it back?
