Yes and yes. For the former, check the box for "Different first page" on the
Layout tab of Page Setup. This will give you a separate First Page Header.
To have different headers in different sections, click the Same as Previous
button on the Header and Footer toolbar to unlink the sections before
creating the headers. In many cases, however, you can use a StyleRef field
to pick up, say, a chapter/section heading and thus obviate the necessity
for section breaks.
