Is there any way as an administrator to login to a user's domain account
without knowing OR changing he/she's password? I doubt it, but still....

Though if you need to gain access to non-EFS files then you can take
ownership of the files and reset the permissions. The check on this is that
the user will be able to see that they are no longer the owner and that
there was some other kind of intervention there.

There is no valid way to log in as another, as everyone else has said.
