Its not been getting much if any posts whereas other watched MS groups are
at normal levels.

I do not see a "microsoft.public.windows.inetexplorer.ie8.browser" to
replace it.

There isn't a "microsoft.public.windows.inetexplorer.ie8.browser"

The recommended newsgroup for IE7/IE8 is
microsoft.public.internetexplorer.general

In a proper newsreader:
news://msnews.microsoft.com/microsoft.public.internetexplorer.general

If you must use a web interface:
http://www.microsoft.com/communitie...?dg=microsoft.public.internetexplorer.general
