ActiveX error message ~!$#%@#!

I have my browser settings to disable download of ActiveX
controls, but allow running.

I keep getting the following "information" message:

"Your current security settings prohibit running ActiveX
controls on this page. As a result, the page may not
display correctly."

What I want to say in response: "I know that fool! I
disabled it!"

But IE keeps trying to tell me information I already
know. So how can I disable these "Microsoft sanctioned"
pop-ups?

Is there a way? I would like to be able to browse the
web without IE constantly prompting me to basically lower
my IE security settings!
