ActiveX and Plug in questions

I am running Windows NT on an laptop, everytime I go to a
website, I get the following error msg:

Internet Explorer

Do you want to allow software such as ActiveX controls and
plug-ins to run.

Is there anywhere that I can perm. answer YES to this
questions. I have looked all in the internet tools and
cannot find anything.

Tools | Internet Options | Security
Click Custom Level.
Change the ActiveX options from browse to enable. Think about each one
before changing it.

I have gone to tools, Internet options, security but the
Custom level is greyed out and is not accessable.

Please advise
