active x and outlook express

i have a problem with active x information bar showing up on every single
website i go to. HOW DO I TURN THIS OFF?!?! it is annoying as hell. And I am
not allowed to change the security settings for the different zones, under
Internet Options. I want to change the settings for the internet zone, yet it
wont let me go below medium? A dialogue box pops up and says it is under the
recomended zone, well it seems like the required zone, and i want to change
this.

Also when i am in outlook express reading email, i click on a link, and it
does nothing, i have to right click and copy shortcut, how do i get the link
to open up into a website window. it happens on even some links in IE, when
they are supposed to open another site, nothing happens, i have to right
click and copy shortcut, which i then precede to copy into the address bar of
another window....VERY FRUSTRATING
please help

Open Windows Explorer.
Go to Tools | Folder Options | File Types.
Scroll down to URL:HyperText Transfer Protocol and select it.
Click Edit or Advanced, depending on your Windows version.
Select 'open'.
Click Edit.

"Application used to perform this action" should read:

"C:\PROGRAM FILES\INTERNET EXPLORER\iexplore.exe" -nohome
(Check the path to iexplore.exe to make sure that is correct and use the
double quotes.)

DDE should be checked and in the boxes below it you should have:

#1:
"%1",,-1,0,,,,
#2
IExplore
#3 (blank)

#4
WWW_OpenURL

URL:HyperText Transfer Protocol with Privacy should be the same.

Sometimes it is necessary to uncheck Use DDE.

If that doesn't fix it, go to Start | Run and type

regsvr32 urlmon.dll

ok i did that, now what do i do with the hijackThis log file that i saved? i
ran both spybot and adaware.

still not working, ive done everything that youve suggested, and my internet
is still FU**** up, i have comcast mail service, and when i click on email
and sign in, the page turns white and i have to go back and copy the
hyperlink so that i can paste it into another browser and paste it to get the
page to work, WHAT IS WRONG WITH THIS $HITBOX computer!!!!?!?!
