Active Desktop

I am unable to get to my active when i select the properties on my desktop.
When i select Customize Desktop the WEB tab is not there. However when i
creat a new account the tab appears but i have other issues with windows
crashing when i enter User Accounts so i say in my Administrator account with
out an active desttop.
