Active Desktop

I keep receiving the white screen regarding active desktop, with the button
you click on and nothing happens. I right click on the desktop to access the
properties box to restore the desktop. All the tabs bar desktop work.
Everytime I select the desktop tab, the properties box freezes. I had to
recreate my user account to get back my desktop. I could access the tab
before I used my own desktop wallpaper. I can set a picture as a background
fine by selecting the set as background option, but I do not understand why
it keeps happening. I do not want to keep recreating the user account to get
it back. When active desktop appeared before, I could access the desktop
tab, but I only noticed the problem a couple of days ago.

I ran the file as was noted on the site. What do I do now? Do I check the
display tabs? Do I need to reboot the computer for it to take effect?
