Desktop Wallpaper Apply Problem

Right Click Desktop; Select Properties; Select Desktop Tab; Browse for
background; Apply. Preview screen shows new background. My problem is
unique. The background doesn't appear untill I reboot. It use to appear
when I left the Display screen.
 
Fixed the problem by using Customize Deskop, Web tab, deselecting Lock
desktop items.
