Active Desktop Wallpaper and hyperlinks

Hi,

We have an html active desktop wallpaper which we enable through Group
policy. The wallpaper displays fine, however the hyperlinks on the page do
not work correctly. If you hover over the hyperlink they appear as
hyperlinks, but do not launch. If I remove "show desktop icons" tick then the
wallpaper acts as a html document and the links now work. Also If I apply
the wallpaper manually through adding the in the web page tab it sits along
side the normal desktop and the wallpaper hyperlinks work then as well, but
not if applied as a standard desktop wallpaper.

What I need is for the hyperlinks to function when the wallpaper is applied
as a group policy. It is as though the html wallpaper is sat as a layer
behind the actual desktop and when trying to click the hyperlinks you only
end up selecting the top layer, but I need to open these pages this way.
