Activation not recognized

Had to reload xp, It is stating that xp needs to be activated, when trying to
activate, it states that it is already activated, when exiting out of
message, it goes back to logon. This is just in a loop...please advise

how many times have you formatted or reinstalled Windows? I believe you can
activate Windows only so many times per year.
Have you used that license on a a different Windows machine before? It is
to my knowlege, and someone please correct me if i am wrong, but when you
activate Windows, it takes a "snapshot" of the hardware on your machine and
combines your license key with your hardware - this is so that you do not
install Windows on multiple machines using the same license number

Reboot to Safe Mode:
Reboot tapping F8 each second.
Select Safe Mode at the menu

Start/Run
Type "regsvr32.exe regwizc.dll" ENTER
Type "regsvr32.exe licdll.dll" ENTER

Reboot.
Activate again
Reboot

There is no limit to the number of activations on the same computer.
Something else is wrong causing this error.
