Activating Vista Enterpise, rebuild then what?

If i activate a Windows Vista Enterprise PC, then blow it away and go
to activate it again, does that count as 2 licenses? Does it work on
the pc's MAC address?

And if some of my staff activate there own machines at home with my
Vista enterprise OS license, how could i possibly know who has used
all my licenses? What does Microsoft provide to show who, and how many
license i have activated under my companys Enterprise edition?

Hi,

Enterprise versions use either a KMS server or MAK activation scheme, which
is very different from the consumer version. Provisions for license usage
tracking are provided for in these by the network administrator, you need to
consult with your company's software assurance provider for details.
