Problem with Activation and Microsoft will not help

I recently bought t new laptop that had Vista Home Premium. I purchased a
license to upgrade to Ultimate. I received an email with a link to obtain
the license. However when I follow thesteps to install the license I get
this message: "This license package can not be installed from the version of
Windows you
are using."

When I go to my Digital Locker it shows I have purchased a license but does
not allow me to install it.

I have called MS 7 times. All they ever do is give me another 800# to call.
When I call it they telll me I need to call the other number again. I have
also sent 5 emails. Although do is give me the same 800 # to call.

This is most FRUSTRATING. I was just on hold for 45 minutes (without being
helped) and then was disconnected.

Does anyone know away to get MS to help you activate licenses purchased from
THEM?
