error 1068: the dependency service or group failed to start

I cannot start the TCP/IP NetBIOS Heleper service. I have tried for days to get an internert connection and it all seems to lead to this! Can anyone help?

Have you tried this fix yet ?
 
Yes...I have tried that. It all leads back to the same message 1068. Some services are dependent on others so some will just not start up.
 
when I try to start windows firewall/ICS I get this message: error 10050: A socket operation encoutered a dead network
