Accessing a computer on the internet

I have an interesting problem, that I think is a problem also of others.

I have two computers: one at my parents' home and one at my apartment. both
are running XP Pro.

Each computer is connected to the internet via different ISPs.

I'm trying to access one computer from the other, without success. I
downloaded a client utility from www.no-ip.com which designates a DNS for
each computer, so I don't have to find out each time the IP of the computers.
I try to PING, but I get a request timeout message, although the PING
command identifies the IP address behind the DNS. I do success reaching the
computer using "tracert" command.

What am I missing?
 
A couple of months ago I had asked a question about accessing one computer
from another, on the web. (Similar to the use of Dial-Up Connection in the
DOS or Win95 days.)

The answer was to use VPN between the two. I'm didn't try it as I'm not
familier with VPN but that could be your solution.

You're going to want to disable any firewalls on your
computers. Also, if anyone's using a router, they'll
either need to set up port forwarding for port 3389 (the
port used for remote desktop) or remove it from the
network configuration. Also, you may want to check on
this:

In the Network Connections window, right-click the
connection through which you will use Remote Desktop, and
then click Properties. Click the Advanced tab, and then
select the checkbox for Protect my computer and network
by limiting or preventing access to this computer from
the Internet. Click the Settings button. In the Services
list, select the checkbox for Remote Desktop.

Also, I've had this problem at work before, and ended up
using famatech's remote administrator. I just set it up
to run through port 80, and had no issues at all. Good

Can you get through either/both ways using Remote Desktop and/or Remote
Assistance?

Use the XP Help and Support and Enter PING You may pick up a clue from
reading.

Ping response is not required and may be blocked by a firewall or ISP to
minimize DoS attacks, and because worms and crackers use ping to find
victims. Some ISPs may also block ports used for Win file/printer
sharing, since worms and crackers may exploit those.

How do you plan on connecting the two machines? Whatever you intend to do
should probably be done over a VPN.

I have used no-ip.com dynamic DNS for years, and it has been very
reliable. But I login using ssh (or PuTTY in Windows) to a different
OS, or transfer files using scp (which is all encrypted).
